Ballia, Uttar Pradesh, September 22, 2026: A 16-year-old girl staying at a child care helpline facility in Uttar Pradesh’s Ballia district allegedly escaped from the premises, prompting police to launch a search and register a case against a woman constable and the facility’s supervisor.

The incident has also triggered an inquiry into alleged negligence at the facility, with officials saying departmental and legal action is being taken in connection with the girl’s escape.

According to officials, the teenager, identified as Putul Kumari, is a resident of Vaishali district in Bihar. She had been brought to the child care helpline facility in the Okdenganj police outpost area after she was found in the Bairia area of Ballia.

Girl Escapes Through Toilet Window

Officials said the girl allegedly escaped from the facility at around 11:15 am on Sunday.

According to the police, she went to the toilet, bolted the door from inside and then allegedly climbed out through a window before leaving the premises.

The incident came to light while she was under the care and supervision of the child care facility.

Police have since launched a search operation to trace the teenager. As of Tuesday, officials said she had not yet been located.

Ballia Superintendent of Police Omveer Singh said that a case had been registered and efforts were continuing to trace the girl. He also said an inquiry had been initiated against the constable involved and that further action would depend on the findings of the investigation.

How Did the Girl Reach the Child Care Facility?

Officials said the teenager had been brought to the child care helpline facility during the intervening night of Friday and Saturday.

She was reportedly brought there by Bairia police Sub-Inspector Sunil Yadav and Head Constable Sinki Gond after she had been found missing.

According to officials, the girl had been found in Suremanpur in the Bairia area around three days before she was brought to the child care facility.

The facility was responsible for providing care and protection to the minor while the authorities dealt with her situation.

The circumstances surrounding how the girl was able to leave the premises are now part of the investigation.

Supervisor and Woman Constable Booked

Following the incident, police registered a case against Reema, a constable posted at Bairia police station, and Shilpa, the supervisor of the child care helpline.

Both were reportedly on duty at the time of the incident.

The FIR was lodged late Monday night at Ballia City Kotwali on the complaint of District Probation Officer Dr Amarendra Kumar Paushayan.

According to police, the two were booked under Section 261 of the Bharatiya Nyaya Sanhita (BNS) and Section 75 of the Juvenile Justice (Care and Protection of Children) Act.

The case focuses on the circumstances surrounding the teenager’s escape and alleged negligence in ensuring her safety while she was under institutional care.

Action Against Facility Supervisor

District Probation Officer Paushayan said the girl was 16 years old and belonged to Bihar’s Vaishali district.

Officials have also indicated that action is being taken against the facility supervisor over alleged negligence.

According to the officer, steps were being taken to terminate Shilpa’s services in connection with the alleged lapse.

The decision comes as authorities investigate how a minor who was under the supervision of the child care facility was able to leave the premises without being stopped.

The inquiry is expected to examine the circumstances surrounding the girl’s supervision, the duties of personnel posted at the facility and whether established child-protection procedures were followed.

Police Continue Search for the Teenager

The immediate priority for authorities remains locating the 16-year-old girl.

Police teams are continuing efforts to trace her, while officials are also examining the circumstances leading to her escape.

The girl has not been traced so far, according to officials.

The police investigation will also seek to establish whether she left the facility on her own or received any assistance. At this stage, officials have described the incident as an alleged escape from the facility, and the investigation is ongoing.

Why the Incident Raises Questions About Child Care Facilities

The Ballia incident has brought attention to the responsibility of institutions tasked with protecting children who are found missing, vulnerable or otherwise in need of care.

Child care facilities operate with the responsibility of ensuring the safety and protection of minors placed under their supervision. In such circumstances, supervision and security arrangements become particularly important.

In this case, authorities have initiated both a police investigation and an administrative inquiry. The registration of the FIR against the facility supervisor and the constable means that their alleged role and responsibility are now subject to investigation.

However, the exact circumstances surrounding the lapse will become clearer only after the inquiry and police investigation are completed.

Investigation Underway

The incident occurred in Ballia at a time when authorities are continuing efforts to strengthen systems for the protection of children in vulnerable situations.

For now, the search for Putul Kumari remains underway.

Police have registered the case, while the district administration has initiated an inquiry into the alleged negligence. Officials have also indicated that further action will follow based on the findings of the investigation.

The case highlights the importance of accountability and supervision in facilities responsible for the care and protection of minors. The immediate focus, however, remains on tracing the teenager and ensuring her safe recovery.
